Attacks on Canton have been renewed and

situation is again becoming critical.

I have just

received from General officer commanding at Hong Kong paraphrase of his telegram of July 24th to the War Office and their reply,

I am doubtful whether your telegram No. 137 allows me to authorise despatch of troops to Shameen if grave emergency arises and should be glad to receive instructions,

Existence of French concessions there and presence of Germans in our concessions renders evacuation impracticable,

Repeated to Hong Kong.
